In one paragraph. A Canadian Representative is the person or company in Canada that a non-Canadian applicant names on its ISED certification application. Under RSP-100, section 4.1, the representative is "responsible for responding to all enquiries from ISED regarding the certified product(s), including providing audit samples at no charge to ISED," and the applicant must keep the arrangement in place "for as long as the certified product is offered on the Canadian market." Your certification body will ask for a signed letter from the representative before it issues the certificate. We provide that letter and then stand behind it.
Who needs this
Any applicant for ISED certification whose company address is not in Canada. That covers the manufacturer of record on the application, whether you are in Shenzhen, Taipei, Seoul, Tokyo, Bangalore, Munich, Cambridge or San Jose. It applies to every product certified under the Radio Standards Specifications (RSS): Wi-Fi and Bluetooth devices, cellular and LPWAN modules, IoT sensors, wearables, medical and industrial equipment, automotive telematics, satellite terminals and more. It also applies when you are certifying through a foreign certification body (FCB) under a mutual recognition arrangement: the CB is recognized, but you still need a representative in Canada.

Why a lawyer rather than a lab or consultant
The representative role is a standing legal commitment rather than a one-time document, and that shapes who ought to hold it. Law societies require lawyers to arrange for the continuity of client files on retirement, incapacity or death, so an appointment does not quietly evaporate when a consultant winds down or a lab is acquired. How it works
- Tell us about the product. Company name and address, ISED Company Number if you have one, contact, IC number, PMN, HVIN and models. Two minutes on the quote form.
- Pay by card or wire. You receive a Stripe payment link by email. Invoices and purchase orders are fine, and several certifications can go on one invoice.
- Receive the signed letter. Same business day, Eastern Time. Forward it to your CB or upload it with your application.

Frequently asked
Is a Canadian Representative actually mandatory?
Yes, whenever the applicant's company address is outside Canada. RSP-100 section 4.1 says: "A Canadian representative is required when the applicant's company address is not within Canada." In practice, certification bodies ask a foreign applicant for the representative's details and a signed letter before issuing the ISED certificate.
How fast can I get the attestation letter?
The same business day after payment is confirmed, Eastern Time. Card payments through Stripe clear immediately; wire transfers take one to three banking days. If you are in Asia and submit overnight, the letter is normally waiting when you start work.
Do I need a separate letter for each product?
One letter per IC certification number. All models, HVINs and PMNs covered by that certification are included in the same letter. A new certification number needs a new letter at US$499. If you are filing several, they can go on a single invoice.
How long does the appointment last?
For as long as your product is offered on the Canadian market. RSP-100 requires the applicant to keep a valid Application and Agreement for Certification Services in place for that whole period, and that agreement has to identify a Canadian representative — so the appointment is written to match it. Can you revise a letter that already exists?
Yes. Added models, changed company details and corrected certification numbers are common. Use the revision form. Revisions are free, with no time limit and no cap on how many you request. A new IC certification number is a new certification at US$499.
What does the representative do if ISED asks for an audit sample?
We receive the request, notify you the same day, and coordinate shipment of the sample from you to ISED. RSP-100 requires that samples be provided to ISED at no charge; the cost of the unit and shipping is the applicant's. See ISED audit samples: who provides them and who pays.
