Understanding RSP‑100: Certification Requirements for Radio Equipment
Industry Canada (now Innovation, Science and Economic Development Canada, or ISED) first released RSP‑100 Issue 10 and RSS‑Gen in 2014. Since then, RSP‑100 has remained the central procedure for certification of radio apparatus and broadcasting equipment in Canada.
Foreign manufacturers applying for certification must continue to appoint a Canadian Representative in accordance with §4.1 of RSP‑100. The representative must be capable of responding to ISED inquiries and providing audit samples at no charge, and a signed Application and Agreement for Certification Services (Form/Annex A) must be maintained for as long as the product is offered on the Canadian market.
RSS‑Gen continues to govern general labeling and user‑information requirements. Manufacturers must ensure that all required notices appear in both English and French, particularly for licence‑exempt devices. ISED’s spectrum management portals have evolved over time, but these administrative changes do not alter the Canadian Representative requirement.
Recent guidance (2025) also highlights stricter expectations around family certifications and multiple product marketing names. Applicants should coordinate with their Certification Body (CB) to ensure compliance with current ISED practices.
